Publishing houses are extremely consolidated and own nearly all the rights. New professors can't write shit because no one will publish their textbooks. Publishing houses charge as much as they want because college students need the books and there's no competition.

There are legitimate concerns about the government mandating which textbooks can be used in university classes, but I suspect the major reason is the government's involvement in the student loan racket.
The loans you get factor in the cost of textbooks. Students are willing to pay since they're required for the class, and they have thousands of dollars of loan money they think will disappear once Bernie gets elected.
The government and the bankers funding politicians make money off of larger loans, so there's no incentive to prevent price gouging.

Still costs money for creating the material, formating it, making the links work, editing etc

back in the 1990s my dad was able to get all his engineering books photocopied by some FOB chinese dudes on campus for like $25-30/book. This is because he didn't want to pay $50-$60 for the actual hardcover 500+ page books. Got all his books for a semester for about $100-$120

Now you get to pay $150 for softcover garbage and gg to your grade if you don't do the online portion. A semester's books costs ~$1000 if you buy them all new from the school bookstore. There were a few books that had the online code for sale by itself (minus the book)...for only $70. Great

For me it was about 25% of the time, but a lot of my professors were "Information is Free" computer guys so they'd give away the digital version.
The problem is it doesn't take many exploitative professors to drive up the market price.
You can't pass without the book, so you're willing to pay more than it's actually worth since other things you're buying rely on it.
Once the price starts creeping up, you get things like book loans, which allow the price to creep up even higher since idiots don't actually understand how debt works.

Textbook prices are influenced by socialist policies. Without regulations prices go down, with regulations you end up with text books which you HAVE to buy to use in a government funded school.
You can buy any book you want really cheap, but the moment any of those books are required for school their prices shoot up simply because they don't have competition. It's a government imposed monopoly. You don't have any choices, you can buy only one thing and the price is not negotiable.

With capitalism you'd simply have private schools where you could access all the information on a computer. It would be the cheapest and most efficient way of learning. All information can be stored on the internet and accessed cheaply.
