In case you are remotely serious there are two good reasons for why he won't do it:

1) Emperor of Russia MUST control Kiev and Minks. It's kind of a job requirement.
2) If something goes wrong right now, people can't bitch about it since they keep electing him. W/o it controlling public unrest would be harder.

That second one is one of the biggest reasons why oligarchic democracies are so popular worldwide nowadays.
