That was pretty much a given. Few of the omake chapters are long enough to make a full episode out of them without adding stuff. In this case, looks like they're making a story out of the cover page of the omake.

Most doujin artists are either busying making doujins for whatever is popular this season, or whatever their favorite series are. A shounen series like Fairy Tail is low on their list of priorities.
