Initially I was willing to ignore the fact that these 2nd years were jobber tier simply because we already have these 4 3rd year elite tens who will disappear by the end of the school year, and so the appearance of lesser antagonists are just filler for these 4. But I've realised that there's a way for Tsukuda to keep milking these characters even after they graduate, thus allowing Tsukuda to delay confrontations. They become staff.

I don't think it was planned like that initially. When those 4 goons were introduced they were talking down on Eizan as if they were his peers or were near as good as he was. The Ryou match looked like it could go either way (when it was happened at least) and you could assume only Souma/Ryou/Hayama were at that level. Then the SJW rankings came in and the editor told Tsukada these new characters sucked, so he scraped the idea and now all the 1st year side characters are right below the E10.
