Nah, it's really screeching, you know, like a bad old CRT TV or that rat/pigeon repellant noise they play on some mall and slaughter house doors.
It's caused by bad microphone in this case. Starts at 4:11 and is heard on every time the reporter lady speaks and ends at 5:28, the last time she speaks in the report.
I don't like people mocking my audio equipment.
