All he is doing is shifting the blame onto congress for inaction and creating some leverage for the negotiating process. Smart move on his part, because if nothing gets passed, he goes on the record as having been sympathetic by throwing the left this fake bone.
If RINOs fuck this up, they get assblasted in the next election cycle. They won't let that happen because they don't want another Dem majority. This is all part of the negotiation process. He took away DACA only to allow congress to return it in a watered down version in exchange for wall/stronger boarder control. This is the leverage he needed to get that accomplished. There will be no amnesty. That would negate the leverage in the deal making and defeats the purpose of all of this. If anything, they'll agree on some sort of fast-track to legalization. The way it is set up now, if congress sits on their hands and passes nothing, DACA is gone regardless, shit continues as before with increased deportations, and Dems gain a few seats replacing swamp RINOs. I doubt that will happen because Dems will get fucked if they don't protect their precious minority voter base. Both sides are pressured to act.

Trump himself repeatedly says his objections to DACA are that it was done unconstitutionally by Obama, and that it can't be allowed to lead to "chain immigration."
So he tells Congress that they have to pass a law to decide if this program continues, and sets a deadline -- if they can't decide on a new constitutional law, he will have to end the old unconstitutional one.
He then adds that he hopes they'll pass a law that will make the Dreamers happy.
He's fine with DACA being passed into law, and is helping that happen.
What's amusing is that his opponents all scream "HE HATES THE DREAMERS RAYCISSSSSSSSSSSSS!" in spite of Trump being on their side on this one.
