They also have hierarchy in their localized groups, you aren't even allowed to attend riots with them (as in standing with them as part of them and accepted) without getting to be a part of the group and knowing each other.
They don't just post it online and randoms show up. They post it online and all the localized groups from towns show up. Each group has its own leaders.
