Life and it's pressures are what happened. Most people get bent into submission or get twisted into whatever shape is most convenient to their environment. Other people, like the shooter in the OP, just snap and go on a rampage.
I kind of live off the grid, live cheaply, and do a lot of freelance work to get by. When I head to the city for some entertainment, I see the kind of lives that most people live. Non-stop stress and stimulation, they couldn't imagine living innawoods or being without noise for a few minutes. On top of everyday pressures, why wouldn't this type of environment drive people mad? If anything, there should be more shooters, all things considered.

You've gone postal, and the best you can do is grab a gun and kill a few random people before going down? So much more damage could be done with just a little planning and imagination. It's not like you've got any inhibitions or things to lose at that point.
Sometimes I wonder if there's some kind of mental conditioning that prevents anyone who snaps from causing any real damage. Recently there was that one guy entrapped by the FBI. He originally planned to attack the Federal Reserve, but switched to some worthless bank because he "didn't want to hurt anyone". Then there was the guy who crashed a plane into an IRS building, but it was just an inconsequential office. Nobody seems to actually go after the targets that matter.
