Because they never went ultra-nationalist anti-russian route so many others, including even parts of russia itself, did during the USSR collapse. They continue to remain a reliable partner and have been extremely helpful in navigating our relationship with the Turks.
On a more basic cultural level they retained many trappings of the soviet-era republic making them one of the few countries that didn't completely go to shit in the 90s, unlike Russia itself, resulting in a mostly reasonable culture that to many Russians appear not much different than a Russian who happen to be Muslim and have more mongol blood than east-slavic, and talk a different language sometimes, but still mostly Russian.
