Between Helmut Kohl (CDU - 16 years) and Merkel (CDU 12 + years) there was Gerhard Schröder (SPD - 8 years). But otherwise you are completly correct.
Though I'd like to point out that Kohl was the guy in charge during the reunification, that saved him in two elections. Merkel is also a genius when it comes to securing her powerbase. Her party has to run her as canditate, because there is nobody else left and we Germans have to elect CDU, because there is no other party left to take over government, that's not worse.
