For Assad to effectively win the war he needs to retake Idlib piece by piece, with Turkey there it will be impossible unless a full scale war takes place. It's not because Turkey is NATO lapdog it has its own agenda and is trying to make N.Syria into a Turkish Golan Heights, using the Sunni majority there to form a client puppet micro-state.
