That's not what's happening. The Electoral Commission was asked if the current laws are good enough, or if technology had moved on from those laws. As of right now if you're found guilty of intimidating a candidate you can have your vote removed (you can even have it removed for breaking other laws, for instance there's currently a blanket ban on prisoners voting). It's likely that your own country has similar laws in place. Anyway it's typical clickbait from a barely reputable """""news""""" source.
