A direct hit would drastically weaken the system if this was Haiti, but Puerto Rico isn't quite as mountainous.
I think the most it will weaken is down to a Cat 2 or 1, but the moment it emerges back onto water, it will regain what was lost.

México is located in a highly earthquake zone and the City was build over some lagoon or something like that so many of the buildings were not build to support this kind of things
