As a Michigander I really don't want our Arabs spilling over into your fine lands until we can purge them (hopefully by shipping them somewhere else), so I would favor state borders as part of an incremental path towards a racial nation. Outright secession is impossible at this point because of lack of organization and self-defense capability, leaving aside the much larger public opinion question. Increasing diversity will skew public opinion towards sympathies with us and we can accelerate that with meme warfare and by being less degenerate when presenting our ideas in real life, but saying that we want to create a nation within the empire will still have many people attached to America seeing us as traitors if we don't ease reality into it.
