Banks don't take a soul at their word or they would be out of money. What I meant by pre-check was before serving the loan take a cursory glance at the lien property to make sure the person asking you for the money actually owns it. That's not a difficult thing to do, but with how terrible most service employees are at their job I guess its not all that surprising.
