Well, with Kingdom, you would always hit a wall.
Nobles protect their status and privileges jealously, so that route is pretty much blocked as even offering lordship to Momon caused grumbling amongst the nobles.
City dwellers get hit by protection rackets.
Dirt Farmers are piss poor and get most of their crops taxed.
If you are strong, your options are either to get tangled with politics, join eight fingers or leave the country.

Kingdom did nothing to nurture it's citizens and much to repress their growth.
