It's a shame that the actually printed Xiangsheng is fucking terrible.
In the anime however Yuya will for sure use Xiangsheng to make Descend level 4, and then proceed to summon DRXD with it.
After which he will use DRXD's effect twice, and then double that increased attack even further with Descend's effect.

But the Xiangsheng we actually got printed is fuckng terrible and can't do anything actually good like changing levels.

Dragon monsters are incredibly common though. The battle part is also no drawback since that's really when the ATK stat matters the most. If anything that is when you want the effect to kick in because it doubles the current ATK not the original ATK.

It's a legitimate anti-Dragon card that can cut the game short and seize victory immediately with its effect.

No really. They're a lot of dragon monsters but most are shit and don't see play. Blue-Eyes is the closest thing to a relevant dragon deck and even most fun decks aren't dragon related since dragons don't really get archetypes. You have Blue-Eyes, Red-Eyes, Dragon Rulers which are banned, Dragunity which are gutted iirc and that's it for somewhat popular relevant dragons. Wrym were made so they could stop supporting dragons off while still making dragons.

Noble Dragon Magician's restriction is terrible because it restricts your options heavily.
Descend isn't restricted. You can make whatever Xyz or Synchro you want with it.

And as a little aside. Descend can technically turn the opponent's monsters into Dragons as well with its pendulum effect. If you for some reason really, really want that effect.
