You are correct, the standard geneva convention is only applicable on international armed conflicts (state vs state)
There are however "additional protocol II to the geneva convention" who are basically a copy of the orginal convention but applicable on non international armed conflicts (non-state actor vs state)

They're not under the "convention on the prohibition of the development, production, stockpiling and use of chemical weapons" , this convention doesnt require the conflict to be international or non-international for said attack to be illegal
