For the formation of hurricanes the water needs to be sufficiently warm in order for the circular wind currents to pick up moisture. The North Atlantic is far too cold for that to happen. All hurricanes happen in the area closest to the Equator then migrate to warm gulfs like Gulf of Mexico, where they truly turn from tropical storms into hurricanes. Same logic applies to cyclones in South Atlantic (rare, usually hit Brazil), the ones in the Indian Ocean and typhoons in the Pacific
