But when they invested X amount and sold it for 3 x X, people became pissed.
So cost-plus contracting came about.

That fucked (big) aerospace industry completely since now they just upped the development costs to make unlimited money off this cost-plus contracting model.

If this tech is no longer widely used, it becomes not feasible to continue a design that relies on such processes.
For example: You could still make vacuum tube electronics, but now they cost a shit load.

If congress had been told to fuck off and let Lockheed develop the first few prototypes, tackle production methods and start pumping them out of factories like sausages, we'd see F-35's in active combat rolls already.
There's actually a book by one of the men who previously worked on the F-35 who claimed that congressmen for the Democrats during the Obama administration would actively interfere with its development to raise the develop costs, each delay cost money, slowed progress for months and ended up achieving nothing but making the image of Lockheed and their jet tarnished to the whole world.

Even test combat exercises were fucked with, where dog fights were set up so both planes had to have a minimum distance between them for engagement while the F-35 required a radar beacon for "safety" which resulted in the jet ending up being forced to tango with jets in ways it was never intended. The F-35 lost all the test dogfights against F-16s and F-22's and was labelled a failure by the press.
Hopefully with people in the white house who want to see this plane succeed and enter production, it'll stop being a massive money fire for not only America, but also every country who invested in this jet.

I assumed $350,000 per employee with an average salary of like $150,000 - extra costs like taxes and healthcare pushing it to like $250,000 and then an extra $100k for the rent per employee, the equipment they'd use, capital expenses relating to machinery and all that.

It didn't even come close to the final amount, so honestly I have no fucking clue how they managed to get it to $1.5tn
