Bungee Gum is simple aura transmutation, if Ging can understand Leorio's Emission+Enhancer in a single sighting, can't see why he wouldn't be able to do it.
Yes, I'm assuming Ging has much higher than average mastery of multiple Nen types.

He trapped her in Bungee Gum. She could barely move much less make a call. Not to mention that Resurrected Hisoka probably has a stronger Bungee Gum.

Stats don't even matter at this point if Hisoka and Ging can do almost anything with nen. I doubt Resurrected Hisoka's stronger than Ging, but he'll probably be stronger after the DC arc. All this chapter does is cement Hisoka's possible position as the final boss.
