Kaio-ken was actually balanced due to the strain it put on Goku. Then Super Saiyan was just a straight up improvement that does the exact same thing but better without the downsides.

There are very few acceptable shounen powerups and the ones I can think of is the Nen from Hunter x Hunter - which by far is one of the most genius ways of explaining power level by dividing it into 6 grioups and by making your Nen specialized in one area you'll be having difficulty in other parts.

But by far the best example of powerup that I can cite is from Kamen Rider Blade, its not anime, but the card acquisition and progression system is amazing and showed how each Rider grew his power

originally the world was supposed to be the most OP stand that had the powers of every stand in the world. Hence because it can copy the powers of every other stand, it was supposed to be the reveal that it was pulling the time stop from star platinum

however because that was too op Araki retconned it to instead be lol Dio has the stand powers of purple hermit for his body and just has the world for his head which is the same type as star platinum

Actually the first time Goku went super-saiyan is because he saw his closest friend get murdered right in front of his eyes, as a power-up he cannot control it's not without downsides since waiting for one of his friends to die every fight would be a big downside.
The fact that he could become super-saiyan at will after that is what's lame about it.

Its accepted that once you unlock a power you can typically use it at will afterwards. The only other option is to have a lame ass arc where the MC fights below his ultimate potential because
