That's where Toriyama originally meant to end it, so technically, yes, it should have ended there.

Whether or not it's a good thing it didn't is debatable. But ending the series with Goku's death would've been legendary.

It just should've had an entirely different structure.
1. Cell Arc (Opponents created on earth)
2. Buu Arc (Opponent not from earth but awakened there)
3. Sayan Arc (Intruders from space, reveal of Gokus heritage)
4. Frieza Arc (Going to space, defeating the most dangerous being in the galaxy/universe, turning into legendary super sayan)

I guess it's fine to many Americans because you started watching from the Saiyan Saga, but it'd pretty underwhelming to see the show end in an arc that takes place in a setting that removes most of the cast. The Cell Saga, in comparison, even managed to give a scene to Karin out of all people.

Meanwhile, the actual Buu Saga ending, although mishandling the cast and making most of their presence pointless (with most of them being killed off screen by Super Buu), at least had the mega Genki Dama with everyone's power.

Frieza arc was the only place where it was even remotely pretending to be narrative driven.
It was the high point of the series.

Toriyama tried to replicate it with Android/Cell saga - but failed so hard, he bailed towards his forte - gag manga.

Had it ended at Frieza, then Gohan's outbursts would be considered as foreshadowing of Goku's SSj nature.

Indeed. it was the heroic sacrifice that Toriyama wanted to do at Namek and the conclusion of Gohan's development/plot. the final enemy had every attribute of the most strongest warriors alive and Krillin finally found love. (a open plot since the Malon thing)

There is always the possibility for a spinoff series where Gohan succeeds Goku, Now the question would be....Why can't Goku just be wished back? I would guess it is because Dying via the destruction of a planet would count as a natural cause of death, Frieza did not destroy Namek after all, He just damaged the core to the point the planet was destroyed due to instability.

Irrelevant semantics, at the start off the arc we had a Legendary Super Saiyan, by the end of everybody and their dog were - whether they did it on-screen or off-screen is irrelevant.
