See, the thing is blacks have a lower threshhold for violence and they also get less offended by it (see thug culture). You can't hold them to the same standards of crime as white people. It would be an injustice to procecute black on black crimes with the same degree as black on white crime. There are bigots on all sides, i don't hate black people just because of their nature. We all have the same soul essentially we just use different vehicles (the body).
The best car racer may perform differently everytime depending on the car thats being used. We all are all drivers who are constrained by various degrees by our biology. The best solution for all parties would be when we go seperate ways and make our individual cultures. We can't have all the same culture because we are different from one another.

What about the criminals that aren't caught? What about preventing crimes instead of waiting until they become a fait accompli?
You cant prevent all crimes, you need to find a balance.

Killing them because they might commit a crime = bad because you will kill innocents and killing innocents is bad.
It could start killing people for other reasons then crime. If there is no official trial, who knows who the state will target. You could see assassinations of political dissidents and the state media would portray them as a justified executions. You need trials in order to even know who the criminals are.

Killing innocent people would still be illegal. Murdering people that did no wrong would be as prosecuted as it is right now.
For a state to get away with murdering innocent people would requiere prior to the "implementation" of the law for a single party to already have power over the 3 branches of state. If you are already at that stage then there is nothing stopping the government from killing the opposition anyway.
