I am not really enough of a movie buff, so personally I don't really care that much, but isn't Major Kusanagi supposed to be an android with a human mind transplanted in, so she really doesn't have an "ethnicity," (at least from a physical standpoint) kinda like R. Dorothy and Chi are androids and therefore don't really have an "ethnicity."
The problem with this kind of thing is that, in a country of hundreds of millions, on a planet of literally billions, you can always find dozens, hundreds or even thousands of people who complain about the same issue. It's not that meaningful.
