There's Tech, General and Extra in the States.
Tech limits you to 2m, 1.25 meter, and 70 cm for the most part with a few sidebands on some HF. General gives you access to 160 through 6 meter and I think the new 2200 meter band.

I will warn you of two things: DO NOT broadcast until you have an FCC license. The FCC Auxiliary loves to hunt down illegal broadcasters. You can freely and legally listen. If your local police are on 2 meters or 70 cms, you can legally listen but DO NOT have their PL tone programmed in to your radio. (Basically, receive only)
Second, don't let the antenna touch your skin when broadcasting. You can get an RF burn even at 5 watts.
Condition the batter when you get it. Power up the radio and let it go until it dies and then recharge it. Do this at least 3 times for the best battery life per charge.
Turn off the Roger beep. People hate those.
