Nichijou does it but it's for comedic effect so it's not a bad thing in that case.

More often than not, it's a meme. But lately it's been adapted into the Sup Forums vernacular for reals.

It's mostly a meme. But there are parts where you watch a scene from some sort of animation and feel like there's too much going on for what the scene really needs, when the company could just save money by having a little less animation and putting the bits of "forced" animation into other parts. I guess that's the best way I can describe it off the top of my head.
