you've quoted the wrong part about obligations - it's the "people assume" part that is crucial, as to operate in a society you just have to comply with some of the basest of expectations, among them being a good enough child

and no, parents are not forced to care for their child - they can give it away in most modern socialist countries, in some of the least developed countries it is common to sell children, or manage to kill them

imprisoning parents for not caring for their child is just an agenda meant to be socially stimulating, like all agendas it tends to overwrite what is natural
