Probably due to ODS and seeing how effective guided weapons were, and the added speed of such combined with an equally heavy bomb load (it's a little more) means it would be much better in the conventional role if you had to give one up for treaties.
For the nuclear mission, both would behave the same way by launching cruise missiles from afar; the low level supersonic penetration of the B-1 was an obsolete method of delivering nukes.
B-2 is the dedicated nuclear bomb dropper.

Baofeng covers VHF and UHF bands, that's 130 to 450 MHz roughly; EAM messages are at HF bands : 11.115 and 8.992 MHz there are almost none HF handled receiver because you always need a big antenna
