Are there actually potential youngsters out there that could bring such deep, recognizable voices like Norio and George?
That potential is always out there; the trick is discovering the people who have the talent for it.
How would one find them? Check into acting schools/conservatories? Go watch lots of local plays? Watch a lotta movies/TV? Listen to a lotta radio?
I dunno here, anyone in the know around here could provide input? Sup Forums, maybe?

Sugita has impersonated Wakamoto for so long that it has become a new form of art. I can't imagine anyone else trying to succeed him.

Takeuchi-P. Just like when Sugita debuted back in the late 90's, everyone is praising Shunsuke his low natural voice.
Umehara Yuuichirou has also a great low voice, though he's more of a "thin" type (more like Suwabe instead of Yasumoto).
Voice acting is nowadays such a well-known profession in Japan that young people can find themselves into acting schools and agencies pretty efficiently. The problem is finding roles to play that both fit your voice and are popular enough to support your career properly.
What about Akio Otsuka? He can pull off some great stuff with his voice, Rider from Fate/Zero is a good example.
And then we have Ginga Banjou, god bless him for voicing Gihren Zabi even now 40 years later. He played the nazi leader in episode 11 of Joker Game recently.
Naoya Uchida, famous for roles such as Madara Uchiha and Light's dad from Death note.
The last one to mention which no one's done in this thread so far, is Miyake Kenta. I've started noticing how his voice keeps growing, from voicing Scar back in Fullmetal Alchemist to becoming the new voice for Dozle Zabi in Gundam: The Origin.
(A more recent voice he's doing atm is "All-Might" from Boku no Hero Academia)
