Labor is a commodity like any other. If the wage is too low, then supply is too high. In an ideal world, these excess workers would begin to move into different industries until anime firms begin to raise the wage to bring them back, or even just engage in collective bargaining. There's probably a couple reasons that you can imagine why neither of these has occurred yet.
