No it wasnt. If you are too retarded to see what it represented I feel bad for you, its actually a take on the dissonance between the can and can not in popular manga, Claude (as a reference to the story of Claudius) is the embodiment of the restraint shown by the MCs of modern manga, while Tsugumi is the gateway to the instincts, or urgic nature of the readers. The backstory of how she was raised gives commentary on the human condition, trapped in your own body, with the views of those closest to you superimposed on your self, creates a rift between what you can and wont be. The final showing her breasts is a metaphor for her finally showing her heart, or her real self to the world (as she practiced doing with the MC when she confessed in the classroom). Claude coming to the realization that she is female is meant to show the readers that they should not be afraid of embracing their own 'can', and letting go of the 'can not'. The author made this very clear in the past few chapters that this was the ultimate conclusion from the Claude-Tsugumi interactions.
