It means california will be one of the states voting on super tuesday and presidential candidates will have to visit. Usually the re would be a de facto winner by the time California primaries roll around. Trump was the only candidate standing in the California republican primary (though i imagine he would have won even if that wasn't the case). Also you'll have to show your tax returns if you want to be on the ballot
