Since the official guidelines only require to fly the national and european flags, mayors are still free to pick and chose what they fly on their official buildings, granted it is validated by the prefect.
Last time I went to Tours, they were flying a massive tricolore and a pretty large municipal flag too. Which was pretty cool.
But that is the result of local initiatives, and not done in any true official capacity.
