Well, it is the literal symbol of fasces, the thing that Mussolini appropriated as the symbol of his new political alignment. Obviously it's way older than the concept of fascism, just like swastika is older than national socialism, so of course historical monuments are going to be splattered all over with symbols that nowadays mean something completely else.
