The mayor won't be arrested because none of this will be in writing. It will be a spoken directive from the Mayor to the chief all the way down. No paper trail, no texts, no written documentation. They can spin it out as "clearly misunderstanding a totally confusing FEMA plan we just weren't aware of in the opening weeks."
This makes her plan to not speak with FEMA for another week make sense. If she doesn't get any binder or directive from the Fed, she can't be told she was WRONG for telling the police to clamp down. Or at least that's how it'll read in court.

Saw some blip that the relief supplies were already in place (and or at the ports) and the truck transport union was on strike from not being paid, then the storm comes and current time the trucks still can't won't transport because of no pay and the locals are too lazy to clear the roads themselves
Also about the carrier group offshore, they were just waiting for the local gov to tell them what they needed but told to just stand down

This thread is a little long and winding, but there are two competing theories: the union leaders want the Governor to step down from a recent territory-wide law that harms trucking business before they'll help OR the truckers feel slighted from the last time they negotiated their contracts, and they feel "the country" must feel the pain they felt. Either way it's a huge "fuck-you."
