Realistically speaking, either California would secede peacefully and everyone who wanted to remain an American or an American company would leave the state before the transfer of power, leaving their economy crippled, but their water and power secure.
Or California would unilaterally secede like the CSA did and the Feds would wait for Fort Sumpter 2.0 while cutting all de facto ties with California, including the water and electrical exports to it.
The US isn't going to try to encircle California and prevent people from leaving. Everyone who wanted to flee would be allowed to just drive out. It'd take about three days for the taps to start running dry and another three days before anyone could die of thirst, pretending there isn't millions of gallons of bottled waters on shelves. Only rebels and "I'm not moving from my house on this active volcano" types would die. In practice, they'd likely take weeks to die as millions flee California to regain access to water.
