-Fully automatic firearms can be aquired legally. Many semiautomatics can also be converted very easily. Google Lightning Link, this is just one simple example. Bump stocks are another legal way to simulate fully automatic fire.
Fully autos can be acquired legally but it is extremely hard and there's TONS of red tape and this requires lots of time and money. Had a buddy try to get a stamp to get a suppressor and abandoned it after seeing the task before him. You're also listed in a federal database with pics and prints.
It sounded like the shooter had a hand crank of some sort given the varying rate of fire. I wouldn't say installing that is "very easy".

4k for the firearm, and a couple hundred for some paperwork and you can own an UZI. I bought a couple fully auto Tec 9s 3 years ago before I had my FFL and I think all in all it took me a couple months including time to source them and I paid around 3500.
Suppressors just suck to aquire because the ATF sucks balls. 200 dollars and a form is really all you need to do, but it is like a 5 month wait right now. And then another 500 - 1k for the suppressor itself.
