I watched Yuri Kuma and liked it. I decided to watch Penguindrum and Penguindrum was way better then Yuri Kuma.

I'm afraid if i watch Utena it might be better then Penguindrum.

I think the idea is that they're still in a transition/adolescence of sorts because everyone's still technically teenagers, and they haven't taken on the life of an adult in terms of responsibility and mindset.

But part of the catch to the series is that there are no adults. No one ever grows up or leaves the school until the end, probably because they're all already dead

Exactly, but the transition is there nontheless, or at the very least all the characters know they'll have to face it, and a character like Akio is manipulating them to get the wrong idea about what adulthood really means, that you can just shirk all your responsibilities and still have the power.
