1) concert was full of drunks. none of which would be allowed to posses firearms because of intoxication.
2) private property. could very well have been a no guns zone depending on owner.
3) maybe they can open carry rifles n sheet in Nevada but do they normal strut around with scoped rifles at concerts? Doubtful. At most he'd have a concealed pistol.
4) even if he was prepared did he know where the shooter was?
5) take a good guess what happens to civilians running around with sniper rifles if the police mistake them for the shooter during an attack.
6) even if he had a scoped rifle, knew where the shooter was, didn't get accidentally shot by police and he could get a shot off while fucktard was spraying the crowd if he hits the wrong person he is gong to jail for a long time.

This and that's assuming they were even aware of where the fire was coming from. First instinct is flight to gain some sort of cover and safety. After realizing where the threat is, then comes a time to formulate a plan of action. After realizing it was coming from a high level in a public building, the most logical course of action is to flee and call the police.
