I think you're misunderstanding what the term "jobber" entails.

Someone who loses to an inferior opponent, often frequently, because they either don't take the opponent seriously or sabotage themselves in some other way.

Vegeta vs. Cell is a good example and highlights Vegeta as a jobber. He could have easily beaten Imperfect Cell, but allows him to power up and then gets rekt.

Gilgamesh in Fate has never lost to an opponent he couldn't have beaten if he had fought at full output. Whenever he loses, it's because he decides to show off or refuses to go all-out until its too late.

I'm not even sure if Giroro counts, since it's a comedy series and his gimmick is being hyped up as dangerous only to make a fool of himself.

That's not what jobbers mean. Jobbers are just people who lose a lot. Many of them try very hard to win, but they can't, because they're jobbers. It doesn't even really have to do anything with HOW they lose. It's just people that constantly lose. That's literally what a true jobber is.

He's actually been kicking a lot of ass in some of the latest comics (when he's trying to clean up the monsters in order to see Saitama fight in the tournament) but yeah, he jobs pretty hard usually

No, in essence a jobber is a character A who loses to character B with the narrative purpose of making B seem more menacing. This usually is preceded by A being hyped up as being super strong.

It's not jobbing if you lose to a superior opponent.
That's why Vegeta is in the OP image and not the rest of the Z-Fighters. Vegeta loses when he could have won, whereas Tien or whoever never had a chance against Cell or whoever in the first place.

It's still jobbing since it's all done to showcase how strong Cell is.

And Kaiji only loses once against the chairman, and that's due to the premise of the show being about him having to overcome hardship and win, he wins every other game he plays.

You can usually spot a "jobber" when they are hyped up to be strong as fuck, but lose to make the MC looks more powerful, like Monkey from Kill la kill.

Considering that a jobber only has to make his opponent look stronger than he is, although losing helps a lot towards that, he doesn't have to necessarily lose.

Jobber has nothing to do with winning. It's a character that occasional work or non important/casual work.
