I dont believe the official version, but I believe that noone on scene knew what would happen.
The poor old guy was druged to do this. The killer was the other guy who ate with Stephan. He had his trust, most likely a "buisness colegue(arms trades?)". Later in the room he druged Stephan and ordered him to shoot at the time. The acctual killer planned everything.
