What happened was the CIA wanted to start a civil war because Trump is closing in on their operations. They go into this guys hotel, shoot him dead and then start shooting out of the window. They have another shooter on the 4th floor. The video cameras are setup so that they can exist the hotel room before the police bust the door open and then all the police will see is the dead body of Stephen Paddock.
