Here parents are expected to pay for their childs education if they can.
Or get a government loan that they have to slowly pay back at 0% increase.
Or if you are really smart you might get the government to pay for you, its hard though.

I know people in the Philippines and highly doubt they will have 'muh free college' anytime soon. They can't even afford free public grade schools. If you want a quality education there, you definitely have to pay for it, even from elementary thru high school.

Also not everyone can Enter a State or Public University. They need to pass the entrance Exam.

Because in a third world Asian country, there happens to be actually talented people who turned out poor from due to the economic crisises that still plagues some families today. When they or their parents don't have to spend 3/4th's of their income on the tuition, this money can be invested on something else like business and such

UP despite having US tier sociology classes is the best performing university in the Philippines, progressively ranking up the list. And bar exams or a threshold is completely normal. If you are rich but dumb, you don't get admitted(unless you bribe hehe), if you are poor but smart you have yourself a lifetime investment
