This literally doesn't happen. Most people are locked up for VIOLENT crimes. There is no big population of "nonviolent offenders" currently incarcerated. That's a liberal myth to get violent criminals released.

I'm trying to find more details on this. Most graphs represent the growing population inside prisons, not the number of new arrests per year so you may be right.
Even so, that's a lot of criminals under direct responsibility of the state. The people have to pay to house and rehabilitate them for their decades-long sentences. It's troubling at the very least. And drug charges are still the leading population in federal prisons, which make up the majority of the prison system. So the state is supporting a lot of junkies that may or may not be violent.
