Stephen Paddock is a long time, successful international arms dealer, who frequented casinos to launder his money.
Then he meets Marilou Danley who offers to hook him up with some bigger sales if he cuts her in on it. They become good business buddies.
He then finds out Marilou is a CIA agent, and they want him to sell weapons to domestic terrorists. He's in too deep now and must comply or face prison.
Day of the deal arrives. The purchasers of the weapons meet up with Paddock, and they wire $100k to Marilou (Paddock's cia business partner) in the Phillipines.
He then takes the buyers up to his room where he has his stock of weapons assembled and neatly laid out for them to look at. But the buyers, have a different plan. They tell Paddock to shut up and get out of the way, they start loading weapons that they plan to shoot the jet fuel tanks with. Paddock resists, so they shoot him in the chest. They try shooting the tanks, but they don't blow. They are running out of time, so they settle for concert goers accross the street. After they are satisfied that the score is high enough, they gtfo just before the police arrive.

I think he started having a breakdown. Killing so many people (most likely the first people you've ever killed) would have some emotional affect on you. When the security guard shows up, it would have been extremely nerve wracking for him. He sprayed 200+ rounds down that hallway at a single security guard. I think ISIS (or whoever the buyers were) ordered the 50lbs of explosives so they could set off the tank. But for some reason things didn't go as planned, so they didn't have time to plant the explosives, and tried just shooting it to set it off.
