After the Logos incident, people are now more open to revisions so that terrorism can be countered even more efficiently on a national level.

Normally, those fall under military secrecy laws. Unit 8 was an experimental police force whose controversy was that they were allowed to use military-grade willwear to fight criminals misusing willwear themselves for nefarious purpose. The Logos incident shows that a well-organized terrorist organization can wreak far bigger havoc with well-situated use of willwear, so the laws are revised to allow counter-terrorism agencies to act with less hindrances and procedures to fight willwear-assisted terrorism.

Well, I watched episode two of Active Raid 2nd.
Now that is one heck of a good episode. Nice CGI-battle, nice characterization, and one heck of a potential WTF. Also, lots of future technology is happening.
>Synopsis
Kuroki is trying to test the new Falcon support module unit when a willwear-using criminal in a centaur-harness starts blowing up police cars. He leaves the company symbol as a sign back to signalize the police who he is and why he's doing that. It turns out that the culprit is a former police sergeant named Raidou involved in a bribery incident sacrificed as a scapegoat, who now tries to enact vengeance upon the police. He abducts the police director who employed Asami in S1 (who really really hates that guy), but is tracked down by Kuroki and Emilia. However, Emilia gets a panic attack and ejects her armor, forcing Kuroki to fight Raidou. Only with the Falcon unit does Kuroki manage to defeat the centaur-unit enhanced Raidou, but then it turns out that PSYCH, Raidou's not Raidou, but some other dude who has his memory forcefully implanted in him.
While Unit 8 continues searching for the true Raidou, we find out that the centaur-unit is actually an invention from the Police Police force to have willwear cavalry (because lances are cool), and that Emilia was actually the test pilot. However, the experiment malfunctioned, and Emilia was trapped in her armor for three entire days, as the battery pack lasts that long, making armor rejection impossible, explaining her panic attack while inside her willwear.
Kuroki finds Raidou's location, but is captured by the doctor who helps Raidou, trying to imprint Raidou's hatred into Kuroki. Emilia manages to save him in time before Kuroki is mindswitched.
Or is he?
It turns out that the doctor was also mindswitched.
Next episode, we'll see Asami's team, and her Fine Familia-gang.
Unit 9 is justice.

Well, technically, there are limits, like you have to be of the same gender, be somewhat compatible, the mind donor has to have quite a strong will or better yet lots of emotion, and other stuff. Also, the mind-transfer degrades after some time, so the victim has to be subjected to it over and over again, which leaves traces like an enlarged hippocampus.
As a technology, I guess it is derived from willwear, since after all, willwear is actually controlled through your will alone, so having a mind-machine interface that would allow mindswitching is not infeasible.
