the author can't think of any good reason why uraraka wouldn't get closer to deku given that she likes him and he quite likes her, but it's basically an ironclad rule in shounen manga that the main charactter cannot have a girlfriend , and it would appear as awkward writing if they kept on interacting closely together without their feelings for each other ever coming up and without them ever getting closer emotionally to a relationship.

therefore the author is solving this by keeping them apart.

I've always thought that in a shounen there is almost no romantic development because of Japan's shit taste and to avoid losing the fujos interest. But since Hori disgregarded everyone's opinion on All Might maybe there is hope

you're right , Hori is a bit cooler than most japanese mangaka.

But still, he's a relative novice and jump has a lot of power , and given that Jump has been able to make the naruto , bleach and many other shounen mangas go "single until the end" even when they've been highly successful and had successful mangakas, i think it's likely that Hori will be pressured to go that route too.

I think the only way uraraka won't be kept at arms-distance is if there's constantly so much stuff going on that her and deku have no ttime for romance.
