It had no coherent story and it didn't answer any questions at all. Sure, the atmosphere was really well made but not in a comfy melancholic way like Haibane Renmei. Instead it felt creepy and unnatural.

It didn't try to be SnW or SSY (disregarding the fact that Kino was before both of those). The point was an episodic adventure with some sort of life lesson in every episode.

Because that isn't the type of story it is. It wants to explore a single concept an episode. It's world is just to facilitate that.

Super high tech countries right next to primitive villages, the country system itself and the non existing explanation for pretty much everything.

If it is set in the far future then there would be clues and possibly technology left over from the old civilizations. Instead they have technology that looks like something out of an old sci-fi movie from the 1950-ies, medieval technology or in a few countries they even have technology that surpasses our modern day tech.

Depending on how may hundreds of years that may have passed, new cultures and countries would've risen but it still doesn't explain how some are primitive while others have tech that far surpasses our own.

Why are there roads everywhere if there is pretty much no contact between the countries?

The thing is, the entire world feels dead. It all feels like a dreamy haze. It feels fake and plastic and nothing makes sense. The filter effect, use of colors and music helps strengthen that feel.

This story is about a girl on an endless journey after her parents murdered her friend, riding a talking motorcycle, with no steady income to pay for fuel or supplies. I'd say the dream-like quality is intentional, as you noted from the visuals.

I don't usually care that much about consistency and suspension of disbelief, but Kino was different. I can't really explain why. I liked it though despite it being weirdly creepy as fuck and making me feel uncomfortable.

The show was pretty fucked up sometimes, but I actually liked these change in atmosphere, since you never could predict if the next town had any dark secrets or was just harmlessy weird.

Is the movie any good?

The movie and special are just like additional episodes so yeah, it's worth watching. One of them deals with her past.
