It's an irrelevant and stupid sideplot from volumes 1-5 of the LN. Basically the deal is Hekiyou's student body somehow has magical abilities to influence what's popular in pop culture based on their own pop culture, so businessmen teamed up into "the corporation" to try and control it. They wanted the student council to disband and Magiru-sensei was one of their people but betrayed them for the student council.
Yeah it really is that stupid. I feel embarrassed just typing it out, glad they completely ignored it in the anime.
